In this material, we will introduce our readers to a not entirely known, and therefore little used option for entering a university - targeted admission. The latest government decrees stipulate the conditions for such recruitment and are aimed, first of all, at providing specialists to state-owned enterprises and organizations. The purpose of such a program is to avoid a shortage of qualified personnel.

Among modern applicants planning to enter universities, the practice of using a targeted direction has become popular. Not everyone knows what it is and how exactly to use this method of admission.

Main features of the targeted technique:

  • - obligation to work in the acquired specialty for at least a certain period.

Why do you need a targeted referral to a university from an enterprise or organization?


The practice of using targeted areas dates back to the times of the Soviet Union.

The meaning of this direction is as follows: an applicant, choosing a specific profession, applies to an organization (enterprise) that provides him with a guarantee of employment and a document for training. This is called the target direction.

In addition to guaranteed employment, an applicant who has a target field in hand has other advantages:

  • entrance exams to universities for such applicants differ from the usual ones in that they represent a special competition, which does not exclude passing exams provided for in the university admission program;
  • the competition in 2016 for this type of admission is 1-2 applicants per place (and this is VERYA little);
  • the opportunity to continue studying in graduate school;
  • completing an internship (of all types) at a selected enterprise;
  • combining study and work (after the third year) with a flexible schedule;
  • obtaining all the optimal conditions for the professional and career growth of the student as a future qualified specialist;
  • The training is paid for by the future employer, as a person interested in the young specialist, or funds are allocated from the federal budget.

Among the shortcomings, experts cite strict adherence to the conditions specified in the contract, according to which a targeted direction is issued to those wishing to obtain a higher education in a certain specialty.

Most often, this agreement is concluded at the official level between three parties:

  • Future student.
  • An enterprise (organization, company, plant, etc.).
  • Higher educational institution (institute, university, academy).

Although options for a bilateral agreement cannot be ruled out:

  • between student and organization;
  • between the university and the enterprise.

For example, an enterprise undertakes to pay for a student’s education, and the student, in turn, undertakes to work at this enterprise for five years after receiving his education. This type of training is ideal for those Russians who already have a secondary specialized education and want to improve their qualifications in the specialty they previously acquired.

A special feature of the target direction is its personalization, that is, it is issued to a specific person indicating his personal data and only for studying at a specific educational institution.

How to get a targeted training direction

The future student must decide whether it is worth going to study in the target field before the start of the admissions campaign. If he nevertheless decides to take such a step, he needs to choose a specific specialization and an enterprise that can provide a place for future work.

In our country, the target direction can be obtained:

  • at the enterprise itself (organization, factory, etc.);
  • in the local city administration - municipality.

In the first case, an enterprise that has agreed to provide such assistance to a future student in their studies itself sends a corresponding petition to the city administration.

When applying to a company, you should contact its director directly, explain your request and write an official statement.

In this handwritten document, the applicant must indicate the full name of the higher educational institution where he would like to study and the chosen specialization. And you will also need to submit a reference from the school to the city administration.

After all the described procedures, the future student enters into a standard agreement on targeted training with a federal government body or local government body (or a state company, business entity, organization).

Within the control figures, the following are distinguished:

  • targeted enrollment quota for training;
  • quota for admission to bachelor's degree programs and specialty programs at the expense of budgetary allocations for disabled children, disabled people of groups I and II, disabled people from childhood, disabled people due to military injury or illness received during military service, which, according to the conclusion of the federal medical and social institution examination, education in relevant educational organizations is not contraindicated for orphans and children without parental care, as well as persons from among orphans and children without parental care, and military veterans from among the persons specified in subparagraphs 1–4 paragraph 1 of article 3 of the Federal Law of January 12, 1995 No. 5-FZ “On Veterans”.   • 2) the obligations of the body or organization specified in part 3 of this article, and the citizen, respectively, to organize the citizen’s educational, industrial and pre-diploma internship, as well as to employ him in the organization specified in the contract on targeted training, in accordance with the qualifications obtained;
  • 3) the grounds for releasing a citizen from fulfilling the obligation to find employment.

7. A citizen who has not fulfilled the obligation to find employment, except for the cases established by the agreement on targeted training, is obliged to fully reimburse the body or organization specified in Part 3 of this article for the costs associated with providing him with social support measures, as well as pay a fine in double the amount of the specified expenses. 8. The procedure for concluding and terminating an agreement on targeted admission and an agreement on targeted training, as well as their standard forms, are established by the Government of the Russian Federation.

9. Federal state bodies, government bodies of constituent entities of the Russian Federation, local government bodies and organizations have the right to enter into agreements on targeted training with students in educational programs of secondary vocational or higher education who are not accepted for training on the terms of targeted admission.

10. The conclusion of an agreement on targeted training between a federal government body, a government body of a constituent entity of the Russian Federation or a local government body and a citizen with the obligation to subsequently perform public service or municipal service after completion of training is carried out in the manner established by the legislation of the Russian Federation, the legislation on municipal service.



ADMISSION FOR TRAINING OF PERSONS WITH SPECIAL RIGHTS AND BENEFITS


In 2019, the University admits persons with special rights and benefits in accordance with current legislation to undergraduate and specialist degree programs:
  • without entrance examinations (based on the results of the Olympiads);
  • within the quota for admission of persons with special rights;
  • with preferential right to enrollment.
Admission without entrance tests:

The winners and prize-winners of the All-Russian Olympiad for schoolchildren and some other Olympiads included in the approved List of Olympiads for schoolchildren, in accordance with the regulations for accounting Olympiads developed at the University, have the right to admission without entrance examinations.

Admission without entrance examinations is possible only to 1 university for 1 bachelor's/specialty program. When submitting documents, the applicant confirms his status and is required to provide the original document on education and a statement of consent to enrollment.

Admission to study under a special quota:

Admission to budget places within the quota for admission of persons with special rights is carried out based on the results of the Unified State Exam or internal exams (depending on the category of the applicant) on the basis of a separate competition.

Acceptance of documents for places within the quota is carried out in the same order and within the same time frame as for general budget places. When submitting documents, an applicant entering within the framework of a special quota submits documents confirming his belonging to persons of a preferential category:

  • for children of disabled people, disabled people of groups I and II, disabled since childhood - a certificate from the federal medical and social examination;
  • for orphans and children left without parental care, as well as persons from among orphans and children left without parental care - a birth certificate, a death certificate of parents or a court decision on deprivation of parental rights, or a certificate from the registry office (if the child was recorded from the words of the mother);
  • for disabled people due to military injury or illness received during military service - documents confirming the injury or illness during military service;
  • for combat veterans from among the persons specified in subparagraphs 1-4 of paragraph 1 of Article 3 of the Federal Law of January 12, 1995 No. 5-FZ “On Veterans” - documents confirming the status of a combat veteran.
Applicants entering places within a special quota are admitted to the University earlier than others, therefore those who do not qualify for places within a special quota can participate in the general competition for budget places.


In connection with changes in the admission of persons belonging to the category of applicants under a special quota, the applicant may submit the original and an application for consent to enrollment later: there is NO requirement to provide the specified documents simultaneously with the submission of the application.

Preferential right to enrollment:
The procedure for admission of persons who have a preferential right to enrollment in accordance with current legislation is practically no different from admission to the University of other categories of applicants.

The right of preference does not give the applicant “special” privileges over other applicants. Its peculiarity is that in the case of the same competitive situation, when, based on the results of the competitive selection, several applicants have equal amounts of competitive points (other things being equal), it can play a decisive role and allow the applicant to be admitted to the University.


Information on the specifics of conducting entrance tests for persons with disabilities and people with disabilities:


The University provides entrance examinations for applicants from among persons with disabilities and (or) disabled people (hereinafter collectively referred to as persons with disabilities), taking into account the characteristics of their psychophysical development, their individual capabilities and the health status of such applicants.

Persons with disabilities, at their own request, have the right to take entrance examinations conducted on the basis of University materials, in accordance with the List of entrance examinations. When organizing and conducting entrance examinations, it is mandatory to ensure compliance with the requirements of Chapter VIII of the Rules for Admission to Study at MGRI-RGGRU in relation to persons who indicated in the application for admission to study the need to create appropriate special conditions.

4) admission to preparatory departments of federal state educational organizations of higher education for training at the expense of budgetary allocations of the federal budget;

5) other special rights established by this article.

2. The list of citizens who are granted special rights when admitted to undergraduate and specialty programs, as well as the procedure and grounds for granting special rights are established by this article, unless otherwise established by this Federal Law. Other categories of citizens who may be granted special rights provided for in paragraphs 3 and 4 of part 1 of this article when admitted to training in military professional educational programs and (or) educational programs containing information constituting state secrets are established by federal executive bodies authorized by the Government of the Russian Federation .

3. When admitted to undergraduate and specialist programs at the expense of budgetary allocations from the federal budget, budgets of constituent entities of the Russian Federation and local budgets, citizens can take advantage of the special rights granted to them and specified in paragraph 1 of part 1 of this article by submitting an application of their choice admission to one educational organization of higher education for one educational program of higher education. 7) children of employees of internal affairs bodies, the Federal Service of the National Guard of the Russian Federation, institutions and bodies of the penal system, the federal fire service of the State Fire Service, authorities for control of the circulation of narcotic drugs and psychotropic substances, customs authorities, the Investigative Committee of the Russian Federation, those killed (died) as a result of injury or other damage to health received in connection with the performance of official duties, or as a result of an illness they received during their service in the specified institutions and bodies, and children who were their dependents;

8) children of prosecutorial employees who died (died) as a result of injury or other damage to health received during their service in the prosecutor’s office or after dismissal due to harm to health in connection with their official activities;

9) military personnel who undergo military service under a contract and whose continuous duration of military service under a contract is at least three years, as well as citizens who have completed military service by conscription and are entering training on the recommendations of commanders issued to citizens in the manner established by the federal executive body authorities and federal government bodies in which military service is provided for by federal law;

10) citizens who served for at least three years under contract in the Armed Forces of the Russian Federation, other troops, military formations and bodies in military positions and were dismissed from military service on the grounds provided for in subparagraphs "b" - "d" of paragraph 1 , subparagraph “a” of paragraph 2 and subparagraphs “a” - “c” of paragraph 3 of Article 51 of the Federal Law of March 28, 1998 N 53-FZ “On Military Duty and Military Service”;

11) disabled war veterans, combatants, as well as combat veterans from among the persons specified in subparagraphs 1 - 4 of paragraph 1 of Article 3 of the Federal Law of January 12, 1995 N 5-FZ “On Veterans”;

12) citizens who directly participated in tests of nuclear weapons, radioactive military substances in the atmosphere, nuclear weapons underground, in exercises with the use of such weapons and radioactive military substances before the date of actual termination of these tests and exercises, direct participants in the elimination of radiation accidents at nuclear installations surface and underwater ships and other military facilities, direct participants in the conduct and support of work on the collection and disposal of radioactive substances, as well as direct participants in the liquidation of the consequences of these accidents (military personnel and civilian personnel of the Armed Forces of the Russian Federation, military personnel of the internal troops of the Ministry of Internal Affairs of the Russian Federation Federation or federal government bodies, military personnel and employees of the Federal Service of the National Guard of the Russian Federation, persons who served in the railway troops and other military formations, employees of the internal affairs bodies of the Russian Federation and the federal fire service of the State Fire Service);

8. Admission to the preparatory departments of federal state educational organizations of higher education is accepted in accordance with the procedure established by the federal executive body that carries out the functions of developing state policy and legal regulation in the field of higher education, in agreement with the federal executive body that carries out the functions of development of state policy and legal regulation in the field of general education, persons specified in part 7 of this article and having a secondary general education, and persons specified in paragraph 1 of part 7 of this article, including during the period of their mastering educational programs of secondary general education education. The training of such persons is carried out at the expense of budgetary allocations from the federal budget if they are studying at these preparatory departments for the first time. The procedure for selecting federal state educational organizations of higher education, in the preparatory departments of which training is carried out at the expense of budgetary allocations of the federal budget in accordance with this part, and the list of federal state educational organizations of higher education provided in accordance with this procedure are established by the federal executive body exercising the functions of development of state policy and legal regulation in the field of education. Full-time students who have a general secondary education at the preparatory departments of federal state educational institutions of higher education are paid a scholarship at the expense of federal budget allocations within the framework of a state assignment.

9. The preferential right to enroll in an educational organization for studies in bachelor’s and specialty programs, subject to successful completion of entrance examinations and other things being equal, is granted to the persons specified in part 7 of this article.

10. The preferential right of enrollment in educational organizations of higher education administered by federal government bodies, subject to successful completion of entrance examinations and other things being equal, is also granted to graduates of general education organizations, professional educational organizations administered by federal government bodies and implementing additional general education programs aimed at preparing minors for military or other public service.

11. The preferential right of enrollment in military professional organizations and military educational organizations of higher education, subject to successful completion of entrance examinations and other conditions being equal, is granted to children of citizens undergoing military service under a contract and having a total duration of military service of twenty years or more, children of citizens who dismissed from military service upon reaching the age limit for military service, for health reasons or in connection with organizational and staffing measures and whose total duration of military service is twenty years or more.

12. Winners and prize-winners of Olympiads for schoolchildren, held in the manner established by the federal executive body exercising the functions of developing state policy and legal regulation in the field of education, are granted the following special rights during the four years following the year of the relevant Olympiad: admission to educational organizations of higher education for study in bachelor's degree programs and specialty programs in specialties and (or) areas of training corresponding to the profile of the Olympiad for schoolchildren, in the manner established by the specified federal executive body: parts 7 and 8 of Article 70 of this Federal Law.

According to statistics, more than 50% of university students study on a paid basis. Every year it becomes more and more difficult to enter the budget. In this regard, the legislator provides benefits for admission to a university or technical school (college) at the expense of the federal and regional budgets.

Types of benefits upon admission

Admission to college without exams

An applicant has the right not to take admission exams if he:

  1. Winner or medalist of the final stage of the All-Russian Olympiad for schoolchildren;
  2. Participated in the international Olympiad in school subjects;
  3. Is a champion or medalist in the Olympic or Paralympic Games, Olympic Judges, world or European champion in sports included in the programs.

The chosen specialization must be in the field of physical education and sports. Prize-winning places in sports competitions are taken into account only when entering sports departments.

Parents have the right to register a student in 2019 to participate in the following Olympiads, based on his success in specific subjects:

The benefit for the winner's diploma is valid for 4 years if the Olympiad is a school competition and 1 year if it is an all-Russian one. The privilege is granted only to one university for one chosen specialty. Only first-level Olympiads provide this advantage.

Admission to an educational institution based on a quota


What is a special quota?

This is an annually changing number of budget places, which is established by the educational institution itself. Such Places must be set for each faculty separately.

A child who has received such a quota must pass entrance exams and score a minimum number of points.

Who is entitled to a special quota in 2019:

  • Disabled children, disabled children and disabled people of groups 1-2;
  • Persons who were injured or ill during war or military service (if there are no contraindications for study);
  • Orphans and children left without parental care;
  • Combat veterans.

The quota may be targeted. This means that the training is paid for by the state body or municipal institution where the student will have to work in the future. The basis for this is a special agreement between the applicant and the sponsoring company.

A standard contract is concluded only at the request of the applicant and obliges him to work at the enterprise for the period established by the contract after receiving his specialty. Attention! Since mid-2018, quota admission has become possible with simultaneous submission of documents to 5 universities in 3 different areas. Previously, this could only be done within the 1st university and 1st direction, respectively.

Who else has advantages when enrolling?

These persons have the right to take preparatory courses free of charge before admission, as well as to study the profession full-time for free. To do this, you must score the same number of points as students entering on a general basis.

Such beneficiaries include

  1. Orphans and children left without parental care.
  2. Disabled children, disabled people of groups 1 and 2.
  3. Citizens under the age of twenty who have only one parent - a disabled person of group I, if the average per capita family income is below the subsistence level.
  4. Persons exposed to radiation during the Chernobyl disaster.
  5. Applicants whose parents were in the military and died during service or died from illness or injury received in the service.
  6. Children whose parents were Heroes of the USSR, the Russian Federation, holders of the Order of Glory.
  7.   13. Citizens who tested nuclear weapons and radioactive substances, eliminated radiation-related accidents, and also participated in the disposal of radioactive substances.
Free training for these individuals is carried out once on the basis of a school leaving certificate. Payment of a scholarship is a mandatory attribute when undergoing budget training.

Confirmation of preferential rights

The student’s parents or the applicant himself, having collected the necessary list of documents, have the right to:

  • Take them personally to a branch of a university or college;
  • Send papers by mail;
  • Send documents to the university email address.

General documents for admission: applicant’s passport, school certificate, Unified State Examination results and medical certificate.

Papers confirming benefits for admission to the university:

  • Certificate of disability of the applicant or his parent;
  • Individual rehabilitation program for a disabled person;
  • Certificate from parents' place of service;
  • Certificate of champion status, gold insignia and paper certifying it;
  • School certificate with honors, gold or silver medal;
  • Diploma of victory in the Olympiad;
  • Certificate of family income;
  • Certificates from the military registration and enlistment office;
  • Court decision on deprivation of parents' rights, their incapacity;
  • A court verdict by which the parents are deprived of liberty;
  • Chernobyl certificate.
Disabled students, in addition to a social scholarship, can also receive an academic one. To do this, they need to pass the exam without failing grades.

If the legal department of the university refuses admission on preferential terms, you can write an application to the Department of Education or the court.

The following have the right to be admitted to a university within a special quota:

  • disabled people due to military injury or illness received during military service, for whom, according to the conclusion of a medical and social examination, study at a university is not contraindicated,
  • orphans and children left without parental care, as well as persons from among orphans and children left without parental care,

A special quota is established by the university in the amount of no less than 10% of the total budget places allocated for the next year for each specialty and field of study.

Targeted enrollment quota for training

The university independently sets the number of budget places under the target quota. This is a special type of admission, because within the framework of the target quota, financing is provided at the expense of the government body with which the applicant enters into an agreement. A targeted admission agreement, as a rule, contains the applicant’s obligation to work for a certain amount of time in a given government body after graduating from a university. For example, an applicant, at his own request, can contact the prosecutor’s office to conclude an agreement on targeted admission. In this case, the prosecutor's office will undertake to pay for the education of such an applicant at the university, and he, in turn, will work for several years after graduating from the university in this prosecutor's office. Targeted revenue agreements can be concluded with: a federal government body, a government body of a constituent entity of the Russian Federation, a local government body, a state (municipal) institution, a unitary enterprise, a state corporation, a state company or a business entity in the authorized capital of which there is a share of the Russian Federation, a constituent entity of the Russian Federation or municipality.
